TAMM 5.0 Marks Next Chapter in Abu Dhabi’s Digital Transformation
Abu Dhabi is preparing to unveil the next generation of its flagship government services platform, TAMM 5.0, in December as the emirate accelerates its ambition of becoming the world’s first fully AI-native government.
The upgraded platform will be officially introduced during Gitex Global 2026 in Dubai and is expected to deliver increasingly intelligent, proactive and personalised services to citizens, residents, businesses and visitors.
Speaking at the AI Everything Summit in Abu Dhabi, Ruba Al Hassan, Director General of Strategic Affairs and Future Foresight at the Department of Government Enablement (DGE), said the new platform represents another major milestone in the emirate’s AI-driven government journey.
From Digital Government to AI-Native Government
According to Ms Al Hassan, TAMM 5.0 is designed to move beyond traditional digital government services towards an AI-native model capable of understanding context, anticipating needs and reducing effort for users.
“It is time for the next phase, which is about making the experience even more seamless and reducing the effort required from residents, businesses and visitors,” she said.
The DGE has not yet disclosed specific new features or services, but officials indicate the platform will focus on enhancing user experiences while maintaining the simplicity and trust that have become hallmarks of the TAMM ecosystem.
TAMM Continues Rapid Growth
The TAMM platform currently serves approximately 4.7 million users, reflecting a year-on-year increase of more than 1.5 million users.
Government data also shows that nearly 90% of transactions are completed within a single day, highlighting the platform’s growing role as the primary gateway for public services in Abu Dhabi.
The upcoming launch of TAMM 5.0 is expected to further streamline interactions between government entities and service users through advanced artificial intelligence capabilities.
AI-Native Government by 2027
Abu Dhabi remains firmly committed to transforming its public sector into a fully AI-native government by next year.
Ms Al Hassan said significant progress has already been made through investments in:
- Digital infrastructure
- Government data platforms
- AI-enabled public services
- Workforce readiness and capability building
- Governance and regulatory frameworks
“We are moving with urgency, but building responsibly,” she said, emphasizing that the goal is not merely accelerating AI deployment but creating sustainable value at scale.
Building Trust in Artificial Intelligence
While governments worldwide race to adopt AI technologies, Abu Dhabi is placing equal emphasis on safety, accountability and transparency.
Ms Al Hassan acknowledged growing global concerns surrounding AI systems but stressed that the emirate’s focus remains on practical applications that deliver measurable benefits today.
“We believe trust is critical,” she said. “People need confidence that AI is being used responsibly, transparently and with clear human accountability.”
She also highlighted the importance of digital literacy and AI education, noting that future workplace success will depend less on technical coding skills and more on human judgment.
“As AI improves, the value of human judgment actually increases,” she said. “People need to know how to work effectively with AI, challenge AI outputs and make better decisions.”
“When it comes to AI, the skill won’t be coding, it will be maintaining judgment.”
‘Most Powerful Generation in Human History’
Also addressing the summit, Omar Al Olama, UAE Minister of State for AI, Digital Economy and Remote Work Applications, described today’s generation as the “most powerful in human history” due to unprecedented access to knowledge and intelligent technologies.
He highlighted the transformative potential of agentic AI systems capable of making autonomous decisions and performing tasks with minimal human intervention.
“This is the time for a new ambitious generation,” he said, encouraging innovators and entrepreneurs to leverage emerging technologies to create solutions that may currently seem impossible.

With TAMM 5.0 set for launch in December, Abu Dhabi is positioning itself at the forefront of government innovation.
As artificial intelligence becomes increasingly embedded across public services, the emirate’s vision extends beyond digitisation toward a future where government services anticipate needs, deliver personalised experiences and operate with unprecedented efficiency.
